Homeowners Annual Meeting
Minutes of November 18,
2013
Public meeting open
house was held at 112 Greenbriar Drive per notice by mail.
Agenda:
The Open House began at 7:00 pm with residents introducing
themselves to the group. The meeting was
called to order by President Jeff Houston at approximately 7:30 pm.
Officers also present: Vice President/Secretary Hal Ellison and Treasurer
David Shannon. There were 15 residents
present at the meeting, and a sign-in sheet for contact info was circulated.
Treasurer Report:
Balance carried
forward from 10/24/2011: $922.75
Dues collected
during last year: $4,201.75 from 53 households.
Expenditures: $2,192.74
(list of expenditures available to members upon request)
Expenditures
are mainly for electricity for entrance sign lights at approximately $25 per
month and contracted entrance lawn care at approximately $200 per month.
Balance of funds
in account: $2,010.01
Current dues at
$60 per year have been contributed by 16 families (not included above).

New Business:
David Shannon
will be obtaining prices for summer lawn care at the entrances. There were complaints that there are now
branches at the entrance that are beginning to obstruct vision for traffic at
that corner. David Shannon said he would
address this with the lawn care company.
It was suggested
that we look into filing a tax report if we have not done so in the past.
There was a
discussion about the Covenants, which were believed to have expired. Hal Ellison indicated that the covenants can
be found on the Madison County website.
It was later found that the first covenants were Recorded in late 1989,
and were valid for 20 years, which means they have expired.
There was concern
about vehicles being parked illegally in the front yard or on the street. It was generally agreed that we should pursue
reinstating some form of covenants. Jeff
Houston said he could ask some attorneys with special knowledge in the field to
provide information for the association.
Hal Ellison said he would contact the city to see what help could be
provided.
There was
discussion about creek erosion and damage to property at the southwest corner
Bradford Place subdivision. It was
reported that a $100,000 federal grant to provide erosion control was lost
because the city failed to contribute its portion. The creek was reported to continue to damage
property in Bradford Place.
There was a
general discussion about the fence that had been damaged by vehicle accident
this summer at the corner house at the west side of the entrance at West
Bradford. It appears that a portion of
the fence is on private property, and part may be on subdivision common
property. Hal Ellison volunteered to
contact the fence owner to see what is being done, if anything.
It was requested
that we look into providing a directory of homeowners in Bradford Place.
It was suggested
that we have monthly or quarterly meetings.
After the meeting, it was agreed by the officers that another meeting
could be held at the Ellison’s home on the evening of Monday, March 31,
2014. This will also be an opportunity
to elect officers for the coming year.
There being no
further business, the meeting was adjourned.
